A meeting was convened in Luohu on October 10 to study the spirit of the 15th Plenary Session of the 6th CPC Shenzhen Committee. The meeting was chaired by Luo Yude, secretary of the Luohu District CPC Committee.

The meeting stressed that it was necessary to understand the care and hope General Secretary Xi Jinping had for Shenzhen. The district should take advantage of the historic opportunities brought about by the building of the Guangdong-Hong Kong-Macao Greater Bay Area. Shenzhen will become a pilot demonstration area of socialism with Chinese characteristics. Therefore, the district must pilot comprehensive authorized reform measures in the city, and strive for greater achievements through further reform and opening up.

Implementing the decisions and deployments of the CPC Shenzhen Committee, Luohu should be a trail blazer, accumulate new experience, and create new impetus for its development.

To fully implement comprehensive authorized reform measures, Luohu plans to launch relevant programs in one year, bring changes in three years and achieve its goals in five years. Turning Luohu into a pilot zone in the building of the Shenzhen-Hong Kong Port Economic Belt, the district vowed to improve its high-quality development-oriented systems and mechanisms, step up industrial agglomeration and innovation, strengthen its finance sector, consistently improve its business environment and optimize its talent policies.

It was emphasized that Luohu should enrich its public services so as to enhance the people's sense of fulfillment, happiness and security. The meeting also called for renewed efforts to promote development in the fields of education, healthcare and ecology.
